City Manager Ed Shikada says that a proposed business tax in Palo Alto is just the beginning.

“The measure approved by council to go on November’s ballot is huge in establishing the foundation for us to demonstrate that a business tax makes sense — but it’s certainly not the end of the story,” he said in an email on Aug. 12. …
