Homeland Security is ripping into Santa Clara County politicians, saying their sanctuary policy resulted in the murder of a 24-year-old Mountain View mother allegedly by two Honduran men who were in the U.S. illegally.
Kembery Chirinos-Flores was shot to death in her car parked at a mobile home complex on Vienna Drive in Sunnyvale on Jan. 7, according to the Sunnyvale Department of Public Safety. She left behind a 5-year-old son.
The suspects fled and were not immediately located, sparking an investigation involving several law enforcement agencies, including the FBI.
As the Daily Post reported March 11, Gerzon Chirinos, also known as Gerzon Chirinos-Munguia, and Alfonso Inestroza, who also goes by Franquin Inestroza-Martinez, were arrested at separate residences on suspicion of homicide and other charges. Gerzon is the father of Chirinos-Flores’ child, authorities said.
Both men have criminal histories, according to Homeland Security.
On June 12, 2013, Inestroza-Martinez was caught illegally entering the United States by Customs and Border Protection agents, according to Homeland Security.
He was arrested and removed. On Feb. 1, 2018, he was caught illegally re-entering the United States — a felony — and removed a second time. He illegally entered the United States a third time, according to Homeland Security.
Inestroza-Martinez also had an outstanding arrest warrant from New Jersey for the homicide of 55-year-old Esteban Vicente Sacalxot, who was found dead in his Trenton home from gunshot wounds on March 17, 2025, according to Homeland Security.
On May 18, 2015, Chirinos-Munguia, a Honduran national, was caught illegally entering the country by CBP agents and was later removed. At an unknown place and time, he illegally re-entered the United States — a felony — and has been illegally living in the country.
On Sept. 20, 2019, Chirinos-Munguia was arrested in Santa Clara County for domestic battery and threatening crime with the intent of terrorizing. He has an additional arrest in April 2018 for battery and false imprisonment. He shares a child with his victim Kembery Chirinos-Flores.
ICE issued an arrest detainer asking sanctuary politicians to not release Chirinos-Munguia following his arrests for domestic battery and false imprisonment. Instead of turning this criminal over to ICE, Santa Clara County released him back into the community, according to Homeland Security.
“A man lost his life, and a child is now without a mother. These illegal aliens should have never been able to commit these horrific killings and must never be released from jail into American communities,” Acting Assistant Secretary Lauren Bis said in a statement. “Instead of cooperating with ICE, Santa Clara sanctuary politicians refused to honor ICE’s arrest detainer and will not notify ICE when these murderers are released from jail. This insanity of refusing to turn cold-blooded killers over to ICE must end.”
Santa Clara County authorities contend that their policy of not cooperating with ICE builds trust, allowing illegal immigrants to access government services and report crimes without fear of deportation.
The county has successfully litigated to defend its status as a “sanctuary jurisdiction,” arguing against efforts to withhold federal funding.

They bring their third world behavior and we have to embrace it.

sanctuary cities should be named “illegal alien heaven” or “american hell”
To illegal criminal aliens, a sanctuary city or sanctuary county means a place they can hide without worrying about being arrested. Kill somebody. No problem. The sanctuary cops won’t touch you. Thing is, legal immigrants in sanctuary cities are threatened and attacked by these criminals. But it’s politically unpopular for people like the Board of Supervisors to do anything.
When will California wake up and understand that deporting violent criminal immigrants is not inhumane? it is necessary to protect the safety of all of us.
Sanctuary cities protect violent criminals. We can support our law abiding immigrant neighbors while denouncing sanctuary policies . God bless the young mother and man who were murdered by these vile individuals.

Ending sanctuary policies and restoring the use of federal detainers would fundamentally streamline immigration enforcement and enhance public safety. When county jails and state correctional facilities honor detainer requests, it creates a “seamless handoff” that allows Immigration and Customs Enforcement (ICE) to take custody of individuals with active warrants directly from a secure, controlled environment. This cooperation would largely eliminate the need for ICE agents to conduct high-risk “at-large” arrests in the community, such as apprehending individuals as they exit courthouses or conducting large-scale operations in residential areas. By shifting enforcement back to the interior of correctional facilities, the risk of volatile public encounters—which can lead to injuries and hospitalizations for both officers and suspects—is significantly mitigated, fostering a more organized and collaborative relationship between local law enforcement and federal authorities. President Bill Clinton stated, “We are a nation of immigrants. But we are also a nation of laws.” Let’s act like a civilized society please.
We would not need ICE if we required e-verify for every worker in the United States. California is too corrupt to do it.
