Investigation of San Mateo County Sheriff and Chief of Staff released (link to report included)

Here’s a link to the report written by retired Judge LaDoris Cordell about complaints lodged against San Mateo County Sheriff Christina Corpus and Chief of Staff Victor Aenlle.

Cordell stated the following in her report: “Lies, secrecy, intimidation, retaliation, conflicts of interest, and abuses of authority are the hallmarks of the Corpus administration. Sheriff Corpus should step down and Victor Aenlle’s employment with the Sheriff’s Office should be terminated immediately. Nothing short of new leadership can save this organization that is in turmoil, and its personnel demoralized.”

County Supervisor Ray Mueller said that the Board of Supervisors will ask for Corpus’ resignation, and they plan to fire Aenlle. He said Cordell’s report will be forwarded to District Attorney Steve Wagstaffe, who would decide whether to bring charges. Mueller also said the case will be presented to the county’s civil grand jury, which has the authority to remove the sheriff.

Cordell was hired by the county Board of Supervisors to investigate the complaints about Aenlle.

Cordell says she interviewed 40 past and current sheriff’s employees and investigated 15 allegations “ranging from whether Mr.. Aenlle and Sheriff Corpus have a personal relationship beyond mere friendship, to retaliation and abuse of authority, to exploring Mr. Aenlle’s claim that he is a reserve deputy sheriff.”

The report highlighted the following allegations (the words below are verbatim from her report:

Allegation: Sheriff Corpus and Aenlle have a “personal relationship” that creates a conflict of interest.
Findings: Despite their denials, there is factual evidence that Sheriff Corpus and Victor Aenlle have a personal relationship, beyond mere friendship. In fact, the evidence establishes that they have had an intimate relationship. This relationship has led Sheriff Corpus to relinquish control of the San Mateo County Sheriff’s Office to Aenlle, someone who has far more experience as a Coldwell Banker associate real estate broker than he has in law enforcement. Sheriff Corpus violated the Office’s conflict of interest policy when she hired Aenlle; she violated the policy by having Aenlle directly report to her; and she violated the policy when she repeatedly recommended pay increases for him.

Allegation: Aenlle has not met the duty requirements for a Reserve Deputy Sheriff.
Findings: Aenlle is out of compliance with the requirements to maintain his status as a Level I Reserve Deputy because he claimed that his hours working as Executive Director also served as his volunteer duty hours required for Reserve Deputies.
Sustained.

Allegation: Sheriff Corpus and her Executive Team engage in retaliation and intimidation.
Findings: Fear of retaliation is rampant in the organization. In one instance, Sheriff Corpus fired an Assistant Sheriff for cooperating with this investigation. In another instance, the Sheriff improperly locked out a Captain when she had given notice of her resignation; and in yet another instance, Aenlle demeaned and criticized a female civilian employee for her decision to move to another agency. Other employees described similar retaliatory and abusive behaviors under Corpus/Aenlle’s leadership.

Allegation: Aenlle has exceeded and/or abused his authority with the approval of Sheriff Corpus.
Findings: Aenlle exercises authority well beyond that of supervising civilian personnel. With the Sheriff’s approval, Aenlle has moved himself to the top of the Chain of Command so that he exercises wide-ranging and sometimes abusive authority over both civilian and sworn employees.
Sustained.

Allegation: Aenlle had a conflict of interest when negotiating the lease for the Broadway Property.
Findings: Aenlle played a major role in securing a lease of property for a new substation brokered by Coldwell Banker Real Estate (“CBRE”). Aenlle, who is an associate broker with CBRE, had a conflict of interest and should not have participated in the lease negotiations. Sheriff Corpus knew or should have known of Aenlle’s connection to CBRE and should have removed Aenlle from participating in the transaction.
Sustained.

Allegation: Aenlle is not authorized to wear a badge that resembles the gold badges of sworn employees.
Findings: Aenlle is a full-time, salaried civilian employee, not a full-time, salaried sworn peace officer. By wearing a gold badge, he has likely committed a misdemeanor for willfully wearing a facsimile badge that could deceive a civilian into believing he is a sworn officer with full police powers. Sheriff Corpus, by issuing the gold badge to Aenlle, may have committed a misdemeanor, as well.

Allegation: Sheriff Corpus has uttered and texted racial and homophobic slurs in the workplace.
Findings: When Sheriff Corpus texted several homophobic slurs about a local city official to an employee, and when she uttered a racial slur in the presence of an employee, she violated the County’s Equal Employment Opportunity policy’s commitment to a workplace free of discrimination and harassment.

About Cordell

Cordell is a 1974 graduate of Stanford Law School. For five years, she practiced law in East Palo Alto, establishing herself as the first lawyer to open a private law practice there.

In 1978, she was appointed Assistant Dean for Student Affairs at Stanford Law School, a job which she held in addition to her private law practice. During her four-year tenure at Stanford, Ms. Cordell was responsible for implementing a minority admissions program which resulted in the emergence of Stanford Law School as the leader in the nation in its enrollment of students of color, according to her biography.

In 1982, Gov. Jerry Brown appointed Cordell to the Municipal Court of Santa Clara County, making her the first African American woman judge in northern California. During her tenure in the Municipal Court, she served as the Presiding Judge and as a Justice Pro Tem on the State Court of Appeal. In 1987, she was the first judge in the state to order convicted drunk drivers to install breath devices in their vehicles, thus making it impossible for these individuals to drink and drive.

In 1988, Judge Cordell overwhelmingly won election to the Superior Court of Santa Clara County. She was the first African American Superior Court Judge in the county’s history, and the first African American woman to sit on the Superior Court in northern California. She retired from the court in 2001.

In 2003, she won a seat on the Palo Alto City Council and served one term.

In 2010, she was hired as San Jose’s independent police auditor. The auditor is responsible for reviewing police department investigations of complaints against officers and make recommendations regarding department policies and procedures.

In 2015, she was picked to head a 25-member blue ribbon commission charged with investigating the troubled Santa Clara County Jail after the death of inmate Michael Tyree at the hands of three jailers.

Cordell hasn’t given her views on the Aenlle case, but last year the Mercury News asked her about the allegations against Alameda County District Pamela Price, who is facing a recall in next month’s election. Allegation against Price include that she hired her boyfriend to work in the D.A.’s office. “The county needs to have an anti-nepotism policy because everyone knows that nepotism is wrong,” The Merc quoted Price as saying on Sept. 17, 2023.

      If peope she hired ended breaking the law then that ls something those individuals will have to face consequences .   5. This is how it work Christina Corpus. When you take office you are held to a higher level of expectations. Your power made you scsry to the county because of the corruption behind your dishonesty, lies and corruption. The Judge didn’t know you- she is a black female and should want to find nothing on you. When you lie and cheat the system and don’t protect your people you get exposed.

    Christina you and Victor are about to get ALOT of law suits. The longer you pretend to have no knowledge of these behaviors and the victim the quicken the world sees that you are not acting ethical and responsible. Any reasonable person would advise you to review the report first rather than react and obtain a lawyer. Instead you keep listening to an under qualified power hungry conspiracy theorist. Victor is done. You either resign get voted out. The hard road will drag your family through hell and you will collect more law suits.

    I think a counselor is needed for Christina.

  6. The Post ought to investigate the bigger question here — why did Calllagy and the supervisors keep the misconduct of Corpus and Dr. Aenlle secret for two yesrs? This began as your typical San Mateo County coverup — one official does something wrong and the rest of them cover for him, hiding information and pretending nothing happened. They send their spokesman Mark Simon out to say something nice about the accused, as he did here a few weeks ago. And everybody waits to let the controversy blow over. Why didn’t Callagy theow the book at Corpus when she first lied to him about her affair with Aenlle in 2022? Why did the Board of Supervisors ignore the whistleblower complaints that were sent to them directly? Did Callagy lower the boom only after Corpus tried to fire his boys in the SO? Why fid this take two years to come to light?

      And to formally charge and look for evidence to include a relationship needs a formal complaint first and a process to follow. It’s not a process that just happens overnight. Look how she twisted a conversation asking her if there is a relationship now into a complaint that noone should ask her because she’s Latino and female and a male wouldn’t get asked that etc etc

      Corruption

      It is more likely the Sheriff used her original team to influence the board to hire Aenlle then later use their plans to fire them . All for Aenlle’s power hungry angry side to get vengeance at people for not passing him in the field training program. Notice a theme in every interview he says convincingly that the sheriff is elected the board has no power over her there is noone that can get rod of the sheriff. They think they are untouchable and try to intimidate everyone

      This is all about Victor and a sad misuse of resources, time and funds. Recall

  7. How hard would it be to audit his real estate transactions (MLS listings, income, cell phone, laptop audits) and income while working for SMSO full time? How hard would it be to audit his SMSO expense reports? If he was on that Hawaii trip as her “security” it’s likely he went so far with that ruse as to expense his expenses. She lined her boyfriend’s pockets with this fake job to keep him right by her side and mask their affair as a business relationship, and then profited from it (lavish gifts, dates, trips). A despicable cover at the expense of the SM County taxpayers and the loss of so many loyal, hard working employees he drove out. The cost of this will be exponential when the lawsuits come pouring in.

    Please let this just be the beginning, expand this investigation and get to the bottom of this!

  8. Empanel the Grand Jury. Let them read the report, which seems fair, factual and thoughtful. Then charge the Jury with firing her, much less Vic AND the whole loser command staff of lackeys, make Monaghan the new Sheriff, he’s a 30 year professional LE person. Would Ed Barberini do it ? He’s great too. Promote the Captains to Asst/Under Sheriff. Instant morale booster. And no, on the sever understaffing,you cant just go find ~100 qualified, experienced Deputies to swear in. Competent guys dont want to have anything to do with the SO these days.

    • How heartbreaking this must be for poor Mrs. Aenlle. What did the good doc tell his spouse Marina? It was always HER money not his. Now she knows she funded the dirty relationship. How disgusting of both of them. Corpus is hanging on,she looks emaciated and believe me she will fight , lie and deflect …. she knows Aenlle will drop her like its hot once she loses power. She will have no value to him. Aenlle thought he could out wit Cordell,however she is far more intelligent and has a certain skill set that he was no match for. The problem there is people are suffering injustices and labor code violations while she spirals out of control.

        The fact that it takes so much effort and involvement for multiple government divisions to get a sheriff that turned unethical out of office is the problem. Put it on the ballot let the BOS remove her better yet the county needs to sign a recall to stop this chaos. Unbelievable absolutely disgusting !

  12. Watch Jackie Speier, Josh Becker and Kevin Mullin jump in to save Corpus. I’m sure they’ve been on the phone to the supervisors, telling them to hold off. For some reason, Becker in particular has been defending Corpus all the way. And Jackie is so dumb she probably believes Corpus’ lie about being targeted by the good ole boy’s club. And Kevin just does what Jackie tells him to do. How did we get such stupid representatives? But watch, they’ll try to save Corpus.

  14. I support Christine San Mateo County is notorious in “The Good Ole Boy “ system and there is special interest in her position ! Too bottom approach wants people of color to turn on each other for their entertainment but I believe Christina she is a women of if integrity , power , and of color so eat that witch hunters !

      • Par for the course for her. She has been doing this intimidation and retaliation since she was a Sgt. But she aligned with the powers that be in the office so she couldn’t be touched. The line staff has been dealing with her shenanigans for a lot of years. That’s why a lot of senior staff retired when she made sheriff. They knew this was coming. And she surrounded herself with people outside the office. Look at ther executive staff. No one from the office was promotable when she became sheriff. She insulated herself with a bunch of people that didn’t know her reputation or her past. And then used them to attempt to retaliate against anyone she felt was a threat. No other administration in the office went out of their way so much to NOT promote anyone to executive staff from the inside. No one is talking about this because they are afraid of losing thier job. So many have been fired under her tenure and have left that’s why they are at critical staffing.

  15. Christina, Myself and many others tried to warn you about how this man was an extreme manipulator of women. You didn’t listen. Most of us tried repeatedly to talk with you through texts and phone calls. You didn’t return our texts/calls. Eventually we understood why you weren’t getting back to us…Victor was screening your calls, voicemails and texts. Christina I backed you!…I donated to your campaign!…I went to events with you!. I believed you when you asked for my support in making the Sheriffs Office a better place! I WENT TO BAT FOR YOU!!! You let the troops down. You let the voters of this County down. You let young women of this County down. Worst of all, you let your family down…You can keep the money, I just wish I could take my vote back…….

  16. A complainant alleged that Sheriff Corpus violated the County’s EEO Policy by using racial
    and homophobic epithets.
    o In January or February 2022, a civilian employee (#3) watched a Zoom meeting in her
    Millbrae office in which then-Sheriff Bolanos and County Executive Callagy were
    discussing a matter that may have had to do with ICE. The civilian employee’s screen
    was muted as she watched the meeting. Then-Cpt. Corpus walked into the employee’s
    office, stood behind her, looked at the screen and uttered near the civilian employee’s ear,
    “Nigger” at Sheriff Bolanos– twice. The civilian employee’s adult son is biracial—
    (African American/Caucasian) and identifies as African American. Corpus knows her son
    because he volunteered for Corpus’ campaign for Sheriff. The civilian employee was
    stunned and upset yet remained silent out of fear of retaliation.
    o On July 13, 25, 2022 and August 15, 2022, Sheriff Corpus sent the civilian employee (#3)
    text messages criticizing a local City Council member by calling her “Fuzz Bumper,” a
    homophobic slur directed at lesbians. (Exhibit 46: Corpus homophobic texts)
    Findings:
    – 90 –
    Sheriff Corpus’ racial and homophobic slurs have no place in the workplace. That she had no
    compunction about uttering and texting these slurs to an employee is alarming and disgraceful.
    Allegation #15 is SUSTAINED.

  17. I am in complete shock and very saddened by the way the line staff are being treated at the Sheriff’s Office. I worked for the San Mateo County Sheriff’s Office for 28 years.

    I can’t believe what’s going on under Christina Corpus’ “leadership”. I did support her and sorry to say voted for her. I only supported her because of the people she said were going to be part of her transition team. I believed she didn’t have the experience, but with these individuals having 80 plus years of experience with the Sheriff’s Office and even more experience with other departments, I thought that they could really help her. They were all heavily respected by all and had tons of talent.

    Obviously, she had different plans. She got everyone from outside agencies with no corrections, transportation or court experience. Apparently, Ryan Monaghan was the only quality one hired on her administrative staff because she attempted to terminate him. Callagy saw the retaliation, the writing on the wall and saved the county a lot of money in a totally righteous lawsuit. No brainer that the attempted termination of Monaghan was in retaliation for him being respected by the line staff and seeing the major issues in the way Corpus’ dirty administration conducted themselves. Only the dirty ones remain. 

    I worked with Carlos Tapia for many years. He is well respected and a class act. An asset to the Sheriff’s Office, unlike so many who are in the profession for the wrong reasons. Christina Corpus, you must think people are stupid and don’t see that if staff disagrees with you or challenge you, you retaliate, take them out. 

    I actually think the worst decision Christina Corpus could have made was to become involved with Victor Aenlle on a “professional” level (trip together to Hawaii one week after her being elected) and then on a work level. Aenlle was a volunteer reserve deputy. He went through an abbreviated course to obtain this status. Aenlle went to the Police Academy, I assume he passed it, went into the Field Training Program and was unable to pass. He never achieved the title of solo beat Deputy/Officer. Most other recruits that do not pass the Field Training Program would apply at a different agency in the hopes of passing the program and becoming a full time Deputy/ Officer. He remained a volunteer reserve Deputy. He obviously has a weird fetish for the Sheriff’s Office and thinks his money makes a difference. You can’t buy respect, it must be earned. You Victor Aenlle, will never have any respect from anyone that is quality and earned the badge. I highly doubt even the store bought Corpus administration people respect you, as no one respects any of them. Always a bad idea to surround yourself with people who will eat their own. 

    Christina Corpus you need to cut the cord. You have embarrassed the Sheriff’s Office and females in the profession. You need to leave or you will be removed. Have some dignity or should I say find some dignity and leave. Please stop the bleeding. San Mateo County can’t afford all of your retaliation lawsuits, let alone your total waste of Sheriff Office reserve funds. You are dumber than I thought if you think no one is noticing the retaliation tactics you and your administration are using. Please remember, what goes around comes around, Karma and bad  Ju Ju. 

    I honestly have no idea how you can look yourself in the mirror and see anything other than a total disaster. A failure in Law Enforcement, the Law Enforcement Community, the political arena and as a decent human being.

    Your career in Law Enforcement and as a politician are over. All this happened in record time. I hope you are proud of what you have done to the San Mateo County Sheriff’s Office and so many decent individuals. 

    Please stop with the poor female of color crap. You have done this to yourself.

  18. If time card fraud is now an arrestable crime then I would expect to see Victor Aenlle being arrested today also doe his time card fraud – months of turning in volunteering hours but also getting paid county funds. Major double standard

    Obviously an intimidation tactic to try and tell everyone don’t bring a vote of no confidence on Victor or me or you will be arrested and humiliated.

  19. If it was people that supported the prior administration as she claimed, what about Undersheriff Hsiung and Assistant Sheriff Monaghan? They were outsiders and not part of the Bolanos administration. I wish reporters would ask follow up questions.

    Kudos to Captain Philip for having the guts to resign when asked to arrest Deputy Tapia. I wish all the rest of the command staff had the spine to stand up to Corpus, Perea and that clown Fox. You are complicit for joining the circus of Corpus and Aenlle.

  20. Becky is totally correct. When the good guys like Kunkel, Kearnan and others figured out what was coming, they withdrew their nominations to run the place. So instead, we have the VicTina show, with a cast of 2nd and 3rd bumpkin characters in Command. Good guys like Chris quit. First rule of Life – NEVER, EVER go out or see anyone at work, it will not end well. But in this case, I can rarely recall anyone as arrogant, incompetent and basically dumb as this pair. Lawsuits be coming and Vic, I sure hope you have a huge cash pile, as opposed to unrealized real estate Cap Gains to pay all those lawyers coming for you and your BFF. Rich on paper but poor on cash at $1000/hr legal fees. But I digress.

The old board of supervisors and old command staff had nothing to do with this. This is 100% Christina and Victor . Own your mistakes. Own your bad choices. She even said she didn’t read the report because its all lies so that sounds pretty professional to ignore 40 peoples complaints and call them liars and defend victor. That is insane

  22. There was a good old boys club in need of reform and a number of very negative features to Sheriff Bolanos reign. I had high hopes for Corpus. It sounds as if shj has not done much better- just brought different failings to the job
