East Palo Alto voters will decide in the coming election whether to fund the building of new amenities like a city hall, library and police department.
The $125 million bond must be approved by two-thirds of the voters, and they would be taxed $105.26 per $100,000 of assessed value.
If passed, the bonds would raise around $8.9 million each year. The city is looking to build a new 100,000-square-foot civic center at 2535 Pulgas Ave. Complete with a new library, community space and city hall.
There are also plans to build a 20,000-square-foot police department with an emergency operations center and a track and field area nearby.
If the bond is approved by over 50% of voters, $35 million would be set aside for improving drinking water and storm drain infrastructure.
East Palo Alto’s mayor, Webster Lincoln, is the lone signer in favor of a ballot measure limiting council members to 12 years of consecutive service, while those against the measure believe this would only limit the people’s choice.
Termed-out members would be able to run after two years. The measure needs a simple majority to pass.
Two of the city’s councilmen, Ruben Abrica and Carlos Romero, have been on and off the council for decades. This ballot measure is seen to target the two elder statesmen as they do not agree with Lincoln or councilmembers Mark Dinan or Martha Barragan.

Is Gail Wilkerson eligible to run for council given her multitude of felony convictions? I don’t know if any of her convictions include ones that would bar her from running. What about perjury? Is it one of her convictions?
“Melissa,” since you chose to bring my decades-old federal case into the comments of an article that wasn’t even about me. Nothing better to do with your time?
Asking for my Voters. Let’s talk about it.
First, if you are suggesting that I was convicted of PERJURY, PRODUCE THE RECORD.
And your statement about “Multitude.” You’re just making things up.
You sound awfully desperate. Your Candidate must be at risk of losing?
If you are suggesting that I am legally ineligible to run for the East Palo Alto City Council, PRODUCE THE LAW AND THE RECORD. Read the City’s policy. I did. I went to Law School. Better yet, go ask Ruben about hiring “Illegal Aliens”. Or Carlos writing
an endorsement letter on the City’s Letterhead to a sitting judge attempting to get a Pedophile off. Carlos got censured for calling the one and only Black man on the council “Deaf and Dumb,” attempting to send out to the majority community that he can handle an African American.
You heard of Carlos, right? Word is he’s Ofelia’s campaign manager.
You know that he got her all 5 of her jobs in 3 years. One, she dissolved
the Sanitary District single-handedly. Rarely showed up and was always on her
cellphone.
Carlos was last seen climbing poles and trees, putting up Rubens and Ofelia’s many signs.
I am on the ballot for East Palo Alto City Council.
What you apparently don’t know is that I have been working to reconstruct the complete record of that decades-old federal case, and a Petition for Writ of Error Coram Nobis is being prepared for filing.
There is also a separate Court matter involving my record dating back to 2013. I remember that matter as having been expunged, but I am retrieving the actual court record so that when I discuss it publicly, I will use the court’s exact language—not somebody’s recollection, assumption, rumor, or political spin.
I am not hiding from my history. I am digging directly into it.
And there is much more coming.
I wrote a book: “The IRS and the East Palo Alto Mafias.” I will begin releasing excerpts supported by what I call:
TRUTH. FACTS. RECORDS.
The book is also being prepared for Christmas presale.
So keep watching.
But if anyone intends to use my name, my federal case, or supposed convictions to influence this election, bring the documents with you.
Because I am bringing mine.
Truth. Facts. Records.
Gail Wilk Dixon
Candidate for East Palo Alto City Council
POWER TO THE PEOPLE
It’s too bad your word salad is so…wordy. Federal convictions can’t be expunged. Or are you talking about your real estate fraud convictions?
Ruben Abrica helped co-Arthur the ballot arguments in favor of term limits. I’m unsure why he wouldn’t want to sign it, just game playing if you ask me, he and Romero voted in favor of placing it on the general election ballot, instead of the primary election in June. Polling showed 80% of likely voters are in favor of term limits.
It’s weird you spend so much time responding to news articles. It’s not a good look.
Melissa is a convicted felon, and that is why this person is not running for anything, including “Dog Catcher”. We know who you are, so stop hiding behind fake names. End this failed attempt to slander. Think about your candidate’s campaign. Think of why someone would bring up an off-topic remark. This article is about ending 40-year reigns.
No one on the council has had a 40 year reign.
Is there going to a breakdown of the candidates running for East Palo Alto City Council? I have seen articles about candidates running for city council in every other city along the Peninsula in the news outlets that cover the San Francisco Peninsula, but nothing for East Palo Alto. Based on the signs all over the city, I think we have more candidates running than any other city, so where is the coverage?
Brad, I think the Post has a couple of stories on its website about that in the vicinity of this story. And they’re also listed in the Post’s election guide.
