Sheriff’s captain accused of living in substation

San Mateo County Sheriff’s Capt. Eamonn Allen has been living in the Millbrae police station and commuting to his home in Boise, over 650 miles away, a London newspaper reports. The news comes as Allen has filed a lawsuit against recently fired sheriff Christina Corpus.

Allen is one of Corpus’s chief critics. The sheriff’s office has a contract to provide police services with Millbrae and Allen is assigned to head that office.

It’s common for police officers and firefighters to live in dorms in their police and fire stations. But such an arrangement requires approval from a building inspector, and apparently the Millbrae station didn’t get such a sign off, the London Independent reported.

In 2022, two former Caltrain employees, including a manager, were charged with embezzling public funds to construct “secret apartments” inside the Millbrae and Burlingame train stations. Caltrain and SamTrans are separate agencies but share a board of directors. 

One of the employees was convicted by a jury on May 1, 2025, while the other took a plea bargain on Jan. 1, 2025.

Allen’s total pay in 2024 was $283,748 and the cost of his benefits brought his total compensation to $464,100.

Meanwhile, Allen has filed a claim seeking $15 million from Corpus and San Mateo County for a rumor supposedly started by Corpus.

Allen filed a claim on Oct. 14 against the county, the day the board fired Corpus for various allegations, including having a conflict of interest, retaliation and false arrest.

Corpus allegedly told another sergeant that Allen had an alleged affair with Associate Management Analyst and Corpus’ former friend, Valerie Barnes, the claim states. Barnes also works in the Millbrae police department.

The sergeant then told Barnes what he had heard from Corpus, which Barnes then told Allen.

A deputy “loyal to Sheriff Corpus” also posted the allegations, and the rumor quickly spread in the sheriff’s office, Allen wrote.

A Corpus critic

Allen was one of the captains who called for Corpus to resign during a press conference.

Allen is the second captain to file a claim against the county, following former Capt. Brian Philip, who resigned instead of arresting the sheriff’s deputy union president, Carlos Tapia. Philip has since filed a lawsuit.

Barnes also filed a claim on Oct. 8 demanding over $10,000 but not listing an exact amount because “the harm is ongoing.”

Barnes wrote that she had been discriminated, harassed and retaliated against by Corpus and her former chief of staff, Victor Aenlle.

One of the reasons the board fired Corpus was for not disclosing her close relationship with Aenlle after a two-week hearing before hearing officer James Emerson.

Barnes was one of the 35 witnesses who testified about the relationship between Corpus and Aenlle.

Name-calling alleged

Corpus also spread rumors about Barnes, calling her a “whore” claiming she had sexual relationships with people who donated to Corpus’ campaign to become sheriff, Barnes wrote.

Corpus also accused Barnes of stealing money and property from the Millbrae evidence room, the claim states.

Corpus would assign Barnes with tasks that she would not assign to male employees, like hiding a Sephora bag containing condoms when visitors entered Corpus’ office, preparing lunches with alcohol for Corpus to have with Aenlle during work hours and planning romantic getaways, the claim states.

‘Hostile work environment’

“The discriminatory treatment, defamatory statements and ongoing retaliation I have endured have created a hostile work environment,” Barnes wrote.

Corpus is fighting in court to be reinstated and is set to be in court on Nov. 19.

The civil grand jury has filed four “accusations” against Corpus, which would prohibit her from taking office again.

The four “accusations” against Corpus are for failing to disclose her close relationship with Aenlle, for firing former Assistant Sheriff Ryan Monaghan after talking to retired Judge LaDoris Cordell, reassigning Philip for refusing to start an internal affairs investigation into Sgt. Javier Acosta, brother to sergeant’s union president Hector Acosta and for arresting Tapia for alleged timecard fraud. Wagstaffe’s office declined to file charges against Tapia.

  1. Sounds like another Noyes maneuver…Christina Corpus herself maybe be trying to remove attention from herseld once again by gaskighting the public with stories about other people.

    So a Captain that Corpus promoted in the Millbrae substation- that Corpus used to run and be in charge of and has known about this for almost a decade- just now decides to bring down more people because they sleep between shifts at a substantion? So those people during their shifts are available 24/7 and on their days off are not local? Who cares? Can’t anyone on their days odd be on vacation on their own time or visit a friend or even perhaps live out of town ON THEIR DAYS OFF!

    What a bunch of political BS and shame you, Dan Noyes. Firefighters do this too. Also, doctors and nurses. They are first responders – how terrible to attack them…

  2. There should be an investigation into Captain Mark Myer covering for Allen on call outs when the Millbrae “Chief” was expected to be present. These two hardly reside in glass houses. Hopefully that will come to the surface. Fifteen million for an alleged rumor?!!? Haha. What a joke. Settle for less…Idaho is far less expensive than Livermore, CA. Start your BS worker’s comp claim now Eamonn.

  3. Would these be the same living quarters setup by EX-sheriff Corpus when she was the captain/ chief of Millbrae?
    Corpus is an evil vile individual that is most likely “leaking” the information with the assistance of Dan Noyes, one of her VERY few supporters. When is Christy going to stop trying to destroy the Sheriff’s Office? When is she going to stop the drama? When is she going to stop trying to ruin people’s lives?

    I find it humorous Corpus is “fighting in court to be reinstated.” I guess she forgot that her peace officer certification has been revoked by Ca POST.

    Captain Allen is an upstanding, hardworking and squared away individual who has held various positions in the Office that would be consistent with REAL police work; perhaps a reason why corpus is jealous.
    Additionally, I don’t recall a policy that required employees to live in state. That is assuming that Captain Allen is actually living in Boise; maybe he’s just preparing for his eventual retirement or perhaps it’s an investment property.

  4. This smells a lot like retaliation. Captain Allen, after all, was a witness, a critic, and quite possibly a victim in the Corpus saga.

    Curiously, a quick review of the San Mateo County Sheriff’s Office Policies and Procedures (available to anyone with an internet connection) reveals no residency requirement for employees.

    Captain Allen was “living” in Idaho before Corpus’ departure — likely along with others mentioned. Which would mean, logically, that both Corpus and Aenle were aware of this arrangement long ago. Apparently, it only became scandalous when it served a purpose.

      Stated this is not the Holiday Inn or not the Quinta
      See Seems like Valerie Barnes is a very close friend to the Captain Allen … she and he were sitting very close together in court and interviews to close for comfort! What will Captain wife think about all this??? Maybe praying the Bible. With be bottle of alcohol.

  5. This is all pay-back from “Victina” (Victor Aenlle and Christina Corpus) and ginned up by their Channel 7 lap dog “reporter” Dan Noyes. The sleeping quarters in the Millbrae substation have been there since 2012, and are used by a variety of Sheriff’s personnel who would otherwise have prohibitively long commutes after 12-14 hour shifts, driving between their homes (many of which are hours away) and Millbrae, where the average home costs $2 million.
    The sleeping quarters were remodeled under then Captain Paul Kunkel in 2017, and have not been altered since then – including during Christina Corpus’ time as Millbrae Bureau Chief. Interesting that Dan Noyes did not have a problem with these arrangements until now?

    Deputies routinely spend multiple nights in “the flops” during their 3-4 day tours, and more if they stay in town to work mandatory overtime.

    Closing these amenities, which are common at every PD on the Penninsula, and at all of the Sheriff’s Office substations, hurts the Deputies who work long hours in Millbrae, and will now have to spend more hours commuting home, or to other substations, or pay out-of-pocket for short term lodging just to get adequate sleep. This is dangerous for those Deputies driving great distances after log shifts, and it hurts, rather than helps, the public safety of the community in Milbrae.
    Shame on Dan Noyes, and shame on the dirty Millbrae officials – who have been caught up in all manner of public corruption scandals – for hauling the dirty water for the now disgraced and fired team of Victor and Christina. Just wait, they will be gunning for Mark Meyers next. Christina and Victor are far from done screwing the taxpayers of San Mateo County…

    • In your commitment to kiss up to The Mob, you overlook that Lee O’Loughlin, a well respected Deputy who went on to become a lieutenant, lived out of a legally stored trailer so that he wouldn’t be out of policy misusing tax dollars. The current sergeant living in TX also has alternate accommodations so as not to overstay his time on County property. So no, this isn’t par for the course. Consistently you know not of what you speak. Xo

    • If there was nothing wrong with what the chief was doing, he should have stated all of the above to the news reporter instead of ducking his questions and been willing to show room to the reporter, also you omitted the fact that Boise is also investigating the chief for taking a property tax exemption only for people who lived there full time. Also the chief is NOT an hourly employee but a salaried one, so with his very high pay almost 300k in salary with over 200K in benefits he can WELL afford to live in the Bay Area and the position of his job should show that his job commitment should go beyond just 40 hours a week.

  6. The position the City Manager has taken up against the Millbrae Police Bureau is concerning. Why would a Sheriff Deputy want to work in Millbrae for a City Manager and City Council that does not support them. Other patrol bureaus support the Sheriff’s Office and have sleep rooms which are an industry standard.

  7. The Millbrae’s city manager isn’t happy his tangled past came up in the 10 day court hearing. Retaliation tricks he perhaps learned from team Chisty.

    Can’t say I am jealous of the living arrangements and being away from family. That seems fair to sleep between shifts – wouldn’t necessarily call it living quarters. Also seems safer to sleep 6-8 hours after a 12 hour shift and then return to work.

    There were pictures and videos of some interesting items on the shelves so that was a little weird.

    Put this story to rest. Christina’s days in court didn’t go well- she is being replaced. A Judge had to tell her that a 10-day hearing was a fair process and that she was found GUILTY of multiple violations. She had to be hard pressed to pursue anything ie her case will be dismissed she has none. She had 2 weeks to turn another story into someone else- ie Allen. Allen was approved to sleep between shifts by Christina herself. What a pain.
