San Mateo County Sheriff Christina Corpus broke down in tears on the witness stand during the last day of the hearing where she is appealing her removal. Later in her testimony, she’s called many of the people who no longer work for her liars.
Corpus started crying on the stand after her attorney Thomas Mazzucco asked her why she continues to come to work despite the removal efforts.
Corpus said she has fought tooth and nail to get where she is in her career and that God has made her sheriff for a reason.
“I would not compromise my integrity, my oath to office, for anyone or anything,” Corpus said.
Corpus also denied going on a vacation with former chief of staff Victor Aenlle to Lake Tahoe, something County Executive Mike Callagy testified earlier this week that she had told him as much.
During closing arguments, the county’s attorneys made the case that Corpus’ relationship with Aenlle was “intimate enough” to be a conflict of interest, despite whether it was romantic or not.
Corpus held a press conference outside of the courthouse, she said the county failed to prove over the last 10 days that she did anything wrong.
Today is the final day of the 10-day hearing where Corpus, dressed all in red, is appealing the Board of Supervisors’ decision to fire Corpus. The supervisors have allowed her to remain in her job while she appeals.
Since the public hearing is not being live-streamed, the Post is posting updates from reporter Adriana Hernandez, who is in the courtroom. Check this page throughout the day for Hernandez’s latest.
11 a.m. — Thomas Mazzucco, Corpus’ attorney, asked her questions based on testimony from the last 10 days of the hearing. Today, Corpus is dressed in a red pant suit and her mother is in attendance. Undersheriff Dan Perea, in a suit and tie, is in the courtroom, sitting behind Corpus’ attorneys.
Mazzucco asked Corpus about the release of the investigation by retired Judge LaDoris Cordell. Corpus said Supervisor Noelia Corzo called her to threaten her into resigning or else subpoenas would be sent her way.
The supervisors hired Cordell to investigate a series of HR complaints about Corpus and her former chief of staff, and alleged boyfriend, Victor Aenlle. Cordell concluded Corpus and Aenlle were running the office through intimidation and retaliation.
Regardless of whether she testified, no one would believe her because of the Cordell report, Corpus said.
Mazzucco asked Corpus about Callagy’s conversation with former Undersheriff Chris Hsiung. Corpus said Supervisor Jackie Speier called her and said Callagy was asking around to see who would be interested in taking her job. San Mateo Police Chief Ed Barberini was also mentioned, Corpus said.
Corpus denied taking a trip to Lake Tahoe with Aenlle and said she hasn’t been on vacation since being in office.
Mazzucco asked Corpus about former Capt. Brian Philip’s testimony. Corpus said he refused to do what he was ordered and was insubordinate. Philip was transferred to corrections because he was working in the county for the least amount of time, Corpus said. There was a need in the “heart and soul,” referring to corrections, Corpus said.
Philip has said he resigned instead of arresting deputies union president Carlos Tapia for alleged timecard fraud.
Mazzucco asked Corpus about former Capt. Rebecca Albin and her Nextdoor post. Corpus said Hsiung was blindsided and she was not included in the conversations regarding her goodbye post.
Corpus said she did suspend her email, but did not lock her out of the office.
Mazzucco asked Coprus about former Assistant Sheriff Ryan Monaghan and why she lost confidence in him. Corpus said she lost confidence in Monaghan in Spring 2024. She never told him not to talk to Cordell and when Aenlle asked him if he did, Monaghan should’ve just not answered, Corpus said.
Corpus said when she decided to fire him, Monaghan asked her what rumors she had heard.
Mazzucco asked Corpus about Lt. Jonathan Sebring and his promotion. Sebring had testified Corpus said she made the change to remove the requirement for a bachelor’s degree to qualify for a promotion. Sebring was later transferred to corrections because there was a need in the office.
Mazzucco asked about the recent transfers of Lt. Brandon Hensel and Dan Reynolds. The transfers were announced on Friday after both had testified. Corpus said Hensel and Reynolds both requested to be transferred and were very thankful for it.
Mazzucco asked Corpus about the investigation into alleged time card fraud by Tapia. Corpus said she was very cautious and relied on former Assistant Sheriff Matthew Fox’s investigation to make her decision. Fox showed Corpus over 50 instances where Tapia would not appear on the schedule but would on his timecard. Corpus said she was not the one who suggested arresting him at the airport. That day, Tapia was returning from a family trip to Las Vegas. Corpus ultimately ordered Tapia’s arrest hours before the Cordell report was released. The DA’s office threw out the time card fraud allegations a month later.
The Tapia family looked at each other with raised eyebrows after hearing Corpus’s response.
Mazzucco asked Coprus about the 38 internal affairs investigations into deputies that are allegedly sitting on her desk. Corpus said there are no investigations sitting on her desk, and they are all in different stages.
Corpus said she has outside agencies review the investigations because she has noticed deputies will start them without her consent and target people of color.
11:30 a.m. — Corpus started crying on the stand after Mazzucco asked her why she continued to go to work after the removal efforts.
“I think of all the injustices I’ve seen, but couldn’t speak up because if I did, I would’ve been fired,” Corpus said. She thinks of her family and what they have gone through after the release of the Cordell report.
“It’s just people who want me out that are saying things about me. I’ve been a 30-year public servant of this county. I just want to do the right thing. I would not compromise my integrity, my oath to office, for anyone or anything,” Corpus said, crying.
Corpus said she has a commitment to the deputies who don’t have a voice right now and to her kids. Corpus said her children mean the world to her and without her healthcare, her son wouldn’t be able to go to his appointments.
Corpus said she has fought tooth and nail to get where she is in her career and that God has made her sheriff for a reason.
Jan Little, the county’s attorney, asked Corpus “harsh” questions, according to hearing officer, retired Judge James Emerson.
Little asked Corpus about the Oppenheimer Report, which was commissioned by the Board of Supervisors to look into allegations she made about Callagy interferring in her office and why she rejected being interviewed.
Corpus said she wasn’t allowed to record her interview and sent an email responding to their questions.
Little pointed out how only one allegation out of the six was not substantiated. Corpus said she didn’t like how the investigation was conducted because no one was under oath.
Little asked Corpus if she thought Jeff Kernan, Lt. Dan Guiney, Philip, Capt. Rebecca Albin and Sgt. Jimmy Chan are liars, to which Corpus said yes.
Sebring is not a liar, but she disagrees with his thoughts that his transfer was retaliation, Corpus said.
Corpus said Monaghan was dishonest during his testimony, but didn’t call him a liar.
Little went down a list of people who have left the sheriff’s office and Corpus gave her reasons as to why they no longer work for her.
Little named Kernan, Guiney, Albin, Hsiung, Philip, Monaghan and Fox.
Hsiung is not a liar based on his testimony and left the agency to pursue his passion in public speaking, Corpus said. Hsiung now runs a nonprofit that specializes in police leadership.
Philip “threw his badge” at Perea and left the agency because he didn’t want to work in the jail.
Corpus said Monaghan came out winning after being paid to do nothing when she tried to fire him.
Fox left because Capt. Mark Myers threatened him and couldn’t take any more of the “gang mentality,” in the office Corpus said.
Fox did not mention Myers during his testimony and said he left due to the fallout from the Cordell report.
2 p.m. — During closing testimony, Franco Muzzio, the county’s attorney, said Corpus’ relationship with Aenlle was “intimate enough” to be a conflict of interest despite whether it was romantic or not.
Witnesses who prove the “intimate” relationship between Corpus and Aenlle were Corpus’ former friend, Associate Management Analyst Valarie Barnes, Kernan, Guiney, Executive Assistant Jennifer Valdez, Monaghan and Hsiung, Muzzio said.
Aenlle did not deserve the contracts and pay raises Corpus gave him, Muzzio said.
The turnover in the Professional Standard Bureau, which is responsible for conducting internal affairs investigations, is an example of retaliation and obstruction from Corpus, Muzzio said.
When Monaghan, Philip, Sebring and Chan testified it showed how Corpus undermines accountability and trust, Muzzio said.
Corpus said in her testimony that once trust is broken, it can’t be recovered again. Muzzio said, Corpus has broken that trust with the public.
“Public trust is a privilege,” Muzzio said.
Mariah Cooks, Corpus’s attorney, said Corpus has been working in the county for 30 years and has never received a write-up on her record.
“No one in this courtroom has walked a day in her shoes,” Cooks said. The people of this county voted for Corpus because they trusted her, Cooks said.
The county has failed to prove the relationship between Corpus and Aenlle, Cooks said. There are no photos and only have Barnes who has a venta against her. Cooks asked Emerson to not consider Barnes’ testimony in his final decision.
Cooks called the county’s allegation of Corpus having a conflict of interest “desperate.”
Callagy created a position for Monaghan after Corpus tried to fire him and that is “a clear conflict of interest,” because of the relationship they built when they worked together, Cooks said.
Former DNC chair and Corpus attorney Tom Perez took over the closing arguments to talk about the “fruit of her labor.”
“Someone lied in the courtroom,” Perez said with a loud amplified voice.
It was either Barnes or Millbrae City Manager Tom Williams who lied, Perez said. They both can’t be right and Barnes the liar who will be sentenced to perjury and was the lynch pin of the Cordell report, Perez said.
Williams has no motive to lie, while Barnes did have a motive and was upset when she didn’t receive the promotion she wanted.
“We will continue to move on. Democracy demands this,” Perez said.
Brook Dooley, attorney for the county, told Emerson to not fall for the distractions Corpus’ legal team are presenting. This case is not about culture change or 21st century policing, Dooley said.
Corpus has continuously pointed her finger towards everyone else and refuses to take responsibility and calls everyone else liars, Dooley said.
Barnes’s testimony is supported by other deputies and text messages, Dooley said.
The evidence against Corpus is “overwhelming and deeply troubling,” Dooley said.
Whatever promises, vision or hope Corpus says she stands for is not valid anymore, Dooley said.

3 p.m. — After closing arguments, a fired-up Corpus held a brief press conference in front of the courthouse, surrounded by her legal team and supporters, with one woman holding a sign reading “Results and facts still matter/We stand with Sheriff Corpus.”
“This is where we are at today because of the flawed Cordell report,” Corpus said.
Corpus brought up complaints by her legal team that some 20 pages in the Cordell report have not been released by the county. She said the community doesn’t have the whole story.
“I had the opportunity to tell my story,” Corpus said. “Yet the county did not prove I did anything wrong. I can transfer people for the needs of the organization. I can make promotions and I can hire and fire people. But I have everyone saying I am retaliating. I am doing my job that the voters of San Mateo County voted me to do.”
Corpus ended her nearly three-minute statement by saying the people of San Mateo County were “duped” by the Cordell report.
“I would be very upset if I were a resident of San Mateo County and voted for Measure A based on the Cordell report,” she said.

So here you have a lady defending her unqualified friend. And a few people who surround her that don’t know the people she works with. She talks about tapayer money – Tapia was cleared by the DA and he has been on paid leave since November, Acosta has been on paid leave, Fava is on paid leave all because Aenlle doesn’t like them and she is acting like a child who can’t work with anyone who questions her.
The public has been lied to. The Cordell report was just validated in court. In court, all of the people were under oath.
Lies – What about Parea he said no several times that he didn’t try meet with anyone to have the same testimony. It took showing a text to Fox that said can we meet I will fly to Tennessee with the lawyer to review our testimony. Fox’s wife is an attorney and trying to save him from going to jail.
The real issues begin when the FBI comes after the Sheriff. Lying under oath and false arrest are not going to be the only possible federal offenses. So there’s a few major issues, in my humble opinion.
How much has Corpus spent in lawyer fees? Monaghan has a lot of training and skills to offer the county – being on leave for 6 or so months was far cheaper than her 6-8 attorney fees in a month vs his 6 months. Now the public defaming of personnel – that’s all on her too. Damages will be paid.
Get real. Save the tears. How many pills did you skip to cry and show emotion? Corpus you did this to yourself. You might fool a few people, the majority of us have witnessed your lies.

The coverage from the Palo Alto Daily Post on this case has been nothing short of exceptional. The specific facts and anecdotes have really made me feel like I’m truly INSIDE the courtroom listening to testimony. Adriana Hernandez has been the real deal. I’ve followed every update on this case, and Adriana Hernandez’s reporting has been the clearest and most consistent throughout. The Palo Alto Daily Post has honestly dominated this case. I actually feel like I’m present in the courtroom listening to testimony.

The U.S. Attorney’s Office doesn’t trust local DAs to prosecute a case like this. Wagstaffe might decide to not bring charges “because they’ve been through enough” or “we can’t imprison the mother of two young children.” The feds have been burned by local prosecutors before. So it’s possible Christy and Victor could face both state and federal charges.
Christina Corpus is a proven leader with a track record of results. Yet, instead of recognizing her achievements, there are those who want to undermine her and take one of the most powerful positions in California for themselves. What we are facing are not critics, but opportunists — tyrants and propaganda specialists intent on stealing her job rather than serving the people.

I’ve been following this closely and Corpus is lying when she says the Cordell report was “flawed.” The witnesses in this hearing who were under oath backed up everything in the Cordell report. Corpus wasn’t able to bring out anything to dispute the report. Hopefully justice will be served by the arrest of Corpus, Aenlle, Perea and Fox.

1998 CC lived with a gentleman who no longer wanted her in the house or to be in a relationship with her any longer. She refused to leave. Although it was a long ago if true, it shows a pattern of her mental instability. What we saw on the stand the other day was a complete act. She lied through her teeth and you can count on it that she has no remorse.
I would hope that after all of this BS from her the county FIRES her and gets rid of her lap dog Perea. The Cordell report was an HR investigation. The Oppenheimer report confimed and added details. The Kekker report confirmed the Cordell report. The 10 day hearing confirmed the same details UNDER OATH. What is there to dispute ? The relationship was written as inappropriate and a personal relationship- Corpus and Aenlle traveled to Hawaii together. Aenlle thinks he can have carte blanche to the Sheriff Office and that his reserve experience gives him the right to evaluate sworn officer’s performance? In face, once Aenlle doesn’t like you, that’s evough for Corpus to lose trust and fire you, put you on leave or arrested you. Sounds dysfunctional and corrupt to me.

There are Superior court hearings 9/10 and 9/24 and Federal court too- does Corpus fight that measure A is unconstitutional after 3 independent investigations reveal wrongdoing (Cordell, Oppenheimer and Kekker) , a skelly hearing, 10 days in court, and 5 failed appeals in Superior and Federal court? What point does she stop this?
Will it take the FBI ? or who will get her out?
