Sheriff refuses to give her side of the story

San Mateo County Sheriff Christina Corpus refused yesterday (Dec. 10) to give her side of the abuse-of-power scandal gripping her office, and the county Board of Supervisors went forward with plans for a special election in March that would allow them to fire her.

Corpus said in a letter from her lawyers that she hasn’t had enough time to respond to the allegations in former judge LaDoris Cordell’s Nov. 12 report. Cordell found that among other things Corpus and her former second-in-command had retaliated against officers.

County Supervisor Ray Mueller said he didn’t understand why Corpus couldn’t appear to answer questions like whether she was having an affair with former chief of staff Victor Aenlle, or whether she made racist and anti-gay remarks.

But Corpus and her lawyers said they want the names of the 40 people Cordell interviewed for the report. Corpus lawyers are identified in a letter to the Board of Supervisors as James Lassart, Thomas Mazzucco and Christopher Ulrich of San Francisco law firm Murphy Pearson Bradley and Feeney. The county isn’t paying their bills.

Tuesday appears to have been the last chance for Corpus to negotiate a deal with the supervisors, where they would pay her to resign in order to halt the special election, which might run $4 million to $5 million.

The purpose of the election is to temporarily change the county charter to allow the supervisors to fire the sheriff.

Corpus isn’t giving interviews, but she ripped the supervisors in her account on X.

“I don’t condone their behavior, unprofessional conduct, abuse of power and the use of taxpayer money for unjust defamation of an elected official for personal gain,” Corpus wrote.

  1. The board of supervisors didn’t offer any money- where is the proof ? The only person that posted this way Dan Noyes the BFF of Corpus and Aenlle. Spear campaign tactics. She has 3 months to muddy the water to tey and win some supporters.

    The real issue is Corpus trying to battle a charter amendment and say it takes away voters rights. Those very voters would be voting for the charter amendment and it would save tome and money from a recall election to do the same thing. There are 80 or so NON CHARTER counties in California. The 20 or so charter counties make it harder to remove a sheriff and cost time and mkney.

    It baffles me why the ignored HR complaints inder Corpus watch, an ignored organizational assessment completed in Spring 2024 latest and numerous lawsuits have started rolling in- how anyone can say that this situation is not Corpus’ responsibility! Instead the small crowd of people are stuck on Bolanos who left over 2 year ago, and keep mentioning bat mobiles and brother busts. So what do that have to do with the numerous complaints about Corpus? Since when do people have to have sworn testimony to make an HR complaints? And since when does a Sheriff get to ignore over 15 allegations, lie to the public and say she had no clue and keep the main perpetrator Aenlle working. Aenlle should have been on administrative leave leave starting June. Corpus refused

  2. All of these complaints have happened under the watch of Corpus. A Sheriff who can’t communicate except with embarrassing memos. Any true leader should have sat down months ago hashed this out.

    Now she’s trying allegedly to hire leadership on contract. What does that tell you? Corpus is in this for money not because she cares. She is using her latino female narrative to escape taking any responsibility for her actions. I hope she ends up getting criminal charges for false arrest, misappropriating fund or any other legitimate issue they can prove at this point. She doesn’t deserve her pension or any settlement money. .

  3. Now we know that ABC7’s Dan Noyes was lying when he said the BOS would be paying Corpus $1 million to resign. It was probably just a stunt by Victor to tempt the supervisors to buy her out. But the story was bogus since the deadline for any offer has passed. I wonder if Noyes will go on TV tonight and apologize for the fake news?

    • I didn’t say that the BOS would pay $1 million. I said the county offered her a million. It came from county counsel John Nibbelin. She rejected it.

      By the way, the headling is misleading. Corpus gave me an extended interview last month.

        • They never made such an offer because paying her $1 million would amount to political suicide for them. That’s why Noyes story didn’t make sense to me. I guess TV reporters have to make up stuff for the ratings, but this buyout story doesn’t add up.

      • Dan , you have unfortunately lost credibility after your softball interview with Victor Aenlle and Sheriff Corpus. You gave Victor a platform to spread more lies and misinformation, at the very least you could have asked him some challenging questions based on the Cordell report and multiple grievances from deputies and SO employees.

        At the end of the interview, Victor made the statement that he believed the sheriff would be “ Victorious “
        That narcissistic statement ( obviously a pathetic play on his name) was truly an embarrassment. Those of us who have worked interacted with him, were frustrated and disappointed with your interview. We rely on local journalists to do their job , researched the unbiased and ask tough questions .

      • Dan, was it just your assumption “[Judge Cordell] left out 29 pages of the transcript”? Since there are redactions on the first 92-pages “Submitted by Judge LaDoris H. Cordell (Ret.),” and elsewhere in the 400-page document, did someone else use discretion on what to exclude from the report?

        If that is the case, not only is a redaction in order from both the article and ABC7 News Bay Area video posted to YouTube, but you owe the Judge an apology for smearing her reputation.

    “Sheriff” Corpus is the poster child for DEI who was at the right place and time to get elected. Completely incompetent. The voters got what they deserved for not doing a modicum of research which would have revealed how undeserving she is for that office.

  6. She also refused to testify in the Carryn Barker case, which can find on the County Court Open Access page. Noted in the the complaint are conversations between Ms. Barker and Ms. Corpus encouraging Ms. Barker to file charges against the county. Ms. Corpus refused to sit for questioning and by doing so cost San Mateo County $8M. She’s happy to speak to the press but refuses to ever speak under oath. What does that tell you?

  8. The waters surrounding the Corpus corruption crises can become muddied to unfairly influence the voting public, unless the basics are known, understood and preserved as common knowledge. Denials of culpability, deflections of responsibility, and divisiveness among her elected peers, subordinates and the public at large seem to be the manner in which Corpus has conducted herself since securing the election. She seems to drift to tangental topics in a non-responsive manner, reminding me of the adage, “Guilty, with a good excuse” often heard round the courthouse.

    The Post’s September 23, 2024 article entitled, ”Removing a sheriff — options include a recall or a civil grand jury charge,” was well composed and presented. At present, I believe a request for a Grand Jury investigation has occurred, a recall is being pursued, and a Charter Amendment, specifically and intentionally crafted to permit the voting public to decide the suitability of Sheriff Corpus for office, awaits a vote of the people.

    Although elected, Corpus is a San Mateo County employee and a peer to every other county-level elected official. Her sole law enforcement superior, and supervisor to an extent, is the California Attorney General. The California Attorney General is the top law enforcement official in the state, just as the County District Attorney is the top law enforcement official in each county.

    The California Attorney General could launch a criminal, civil or potentially even a personnel related HR investigation of Corpus, on behalf of the People. Certain investigations of Corpus, due to her position as a sworn peace officer in California, allow her some POBAR protections. POBR stands for Public Safety Officers Procedural Bill of Rights Act, a California law that protects the rights of public safety officers. POBR outlines the rights of public safety officers, including those related to internal affairs investigations, personnel records, and political activity. It also governs how administrative investigations of peace officers should be conducted. The POBR is codified in the California Government Code at sections 3301-3313.

    In an Internal Affairs investigation, generally the accused is not entitled to a copy of the complaint or any evidence the department has already gathered; however, that information/those documents must be provided upon request if discipline is proposed. Corpus has demanded that to which she is not entitled; she should know that as an Agency Head. Investigations can be related to allegations of misconduct while on-duty acting within the course and scope of employment, off-duty conduct with a nexus or connection to employment, and on-duty or off-duty criminal misconduct. Peace officers essentially have the right to remain silent in a criminal investigation, but not generally in an administrative investigation.

    Each of the various and growing allegations must find their own course. Aenlle is not generally entitled to any POBAR protections.

    California Penal Code §148.6 reads that every person who files any allegation of misconduct against any peace officer, knowing the allegation to be false, is guilty of a misdemeanor. Can Corpus be asserting that 40+ people conspired together, with specific intent, to violate that section?

  9. There’s a leadership vacuum in the SO. Christina and Borat are trying to run things by themselves, but they need some high-level assistance, maybe a retired police chief or sheriff who has worked at this level. The problem, however, is that nobody wants to risk their reputation working in that place. Yet if they don’t bring in some outside help, we’re going to keep on seeing things like the elevator rape and the young trainee losing her gun. Maybe with Aenlle out of the way, Christina will listen to somebody with experience (not Borat) to help the place from spinning out of control.

The Sheriff’s Office is in full vapor lock, and is essentially non-functional, because most of the senior staff is non-existent, due to the fact that have almost all been fired by Corpus, or have quit to get away from her in order to save their reputations, careers, and stay out of jail. Many, many long term projects have been stalled, and it is only a matter of time before the day to day operations fail too, despite the efforts of the Captains, Lieutenants, Sergeants, Deputies, Correctional Officers, and Civilian Employees, to keep things running amid a complete lack of leadership and management support. Corpus is allow ing this train wreck to unfold simply because her boy toy, Mini Me Short Man Attitude Napoleon Complex Victor Aenlle, won’t allow her to, because then he loses any hope of salvaging his ego-inflated law enforcement career. He has a great deal of ego invested in his badge and his guns – he won’t go down easy. And she seems to be strangely co-dependent. Not exactly a trait you want in a senior law enforcement officer, responsible for the safety of millions of constituents…

    That report included executive staff and captains all hired by CORPUS and females and males that used to support Corpus. Aenlle has ruined corpus, ruined the SO and it doesn’t matter how many soanish tv interviews they do, the truth will take them down.

  12. People are saying Noelia wants to be sheriff, but she couldn’t pass the test. An officer has to stop a vehicle, jump out and roll over the hood and shoot. But Noelia would damage the hood everytime, maybe even the windshield.

    • Ummm, who is saying that? Are you drunk? Also, one must have a basic POST certificate in order to run for sheriff, and a physical fitness test is not required. That is state law. What did you possibly hope to accomplish by posting this nonsense?

      • You don’t need a POST certificate to be a sworn officer in this department! You’ve just got to be friends with the sheriff! State law? What county do you think you’re in? We go home and make our own badges and wear them on duty.

  13. I respect Noelia and don’t care what nose ring she wears. She is doing the right thing and standing up for what os right. Her heart is in the right spot and I hope she continues to stay strong. It is hard being publicly shamed for being brave. Unlike the debacle the Sheriff puts on that is the opposite of bravery- she is childish, selfish and and can’t admit she wronged the Sheriff Office the county and makes poor choices. Consequences costing millions, leave Corpus retire or can she get her pension taken away with criminal charges? That seems like a bad risk move at this point- unethical to the latina female core

Verified information in an HR report what else can they nit pick since Corpus and Aenlle can’t campaign for this March ballot measure- they are asking Noyes to debunk information that means nothing and make it look like something. Well guess what pages were omitted to the public because of confidential reasons it doesn’t mean the report is incomplete it means the missing pages are confidential information and/or omitted from the public for a reason.

    • So, an impartial investigation completed by a judge does not need to be complete and accurate? Sloppy work on the judge’s report. And I wonder why she’s not returning calls? Probably was told they wanted a hit piece on the sheriff and that’s what they got. Does not smell right.

      • ABC7’s Dan Noyes complains that Cordell didn’t put everything from her notes into her finished report. I doubt Noyes does that either.

        A reporter might interview a person for 30 minutes and only 1 minute is included in the report that is broadcast.

        Reporters don’t want to reveal what they’ve left out. Note that 60 Minutes is being sued for selectively editing their interview with Kamala Harris. They’re fighting in court about whether they have to reveal their outtakes, the video they left on the cutting room floor. It’s journalistic privilege, don’t you know.

        I wonder how loudly Noyes would scream if he were forced to reveal his outtakes?

        It takes a hypocrite to complain somebody is doing exactly what they do.

      • These are HR complaints not a murder investigation – it is far from sloppy. Then again the sheriff states she didn’t actually read the report. The unread portions and read portion all lies and Somehow has something to do with the Sheriffs pent up feelingsof anger over Bolanos- now that seems sloppy. Lots od things keeping the Sheriff from being impartial. Mostly what caused this is the Sheriff keeping people around her that aren’t qualified, aren’t experienced and are mentally unstable with their conspiracy theories. This has created an environment of disfunction and now impacting the entire county. Corpus can’t work with anyone and she destroyed herself.

        This report is one piece of a puzzle . The report highlighted several issues of disfunction and mismanagement. If anyone needs these people to confirm further snd go to court what a waste of time and money! Digging in more is going to expose criminal issues – false arrest and lacking professional boundaries at work that would prevent a civilian from having the code to the sheriff’s safe and/or the sheriff from flying to/from Hawaii with her employee/special friend that she ignores HR complaints against.

        Dan Noyes also leaves out information what about the other side to the Noyes story- has he talked to deputies, sergeant’s or just botched interviews with his friend the Sheriff snd Aenlle . What is your point Dan- you have 400 pages and 40 people saying the same thing and you need more proof, or that some of the pages you question, but the other pages are what? Outrageously obviously wrong and unprofessional behaviors for the Sheriff to have -and Aenlle. These is clear and evident MISCONDUCT male, latino or female it’s just wrong. Stop victim shaming.

      • What you have here are HR complaints! You follow up with the initial complaint and include people involved. That is was a complete investigation is.

        A smear campaign would have opened the entire department to issues not related to them and or people that did not see or hear anything about the complaints, behaviors or issues. This is exactly why Aenlle should not be at the sheriff department, obviously does not understand labor laws or HR.

        There sees to be years of emotional decisions revealed in these interviews of the Sheriff and Aenlle highlighting former Sheriff Bolanos and the good old boys club. What about the 2 years in office and the executive team and captains and promotions under Sheriff Corpus? And what about all of the firing, retaliation, lies and misconduct due to all of these years of anger towards Bolanos.

        So if someone did not vote for Corpus they are a good old boy club or if someone voted for Sheriff Bolanos then Sheriff Corpus is incapable of being impartial to them professionally at work. Sheriff Corpus gets to storm in out of Board of Supervisor meetinfmgs, ignore emails ignore phone calls and then say she is a victim? How unprofessional. You lack morals and values Corpus. Grow up and take responsibility for this nightmare of a mess. DSA complaints, PERPs, multiple law offices with retaliation law suits, false arrest case of your own deputy over $950? That was how your closed door meetings decided to handle that – Corpus what made you start an investigation on your own Union President you didn’t like what he said and someone questioned a time card once so once again she listened to Aenlle and did it his way to not look weak and did an unlawful investigation . That investigation should have been handled by the DA not the sheriff office. In fact did in some more and try and understand what has happened to internal affairs investigations- they are handled by who? Did Aenlle try and be rhetorical point person? Did Aenlle ie Corpus change internal investigation firms hired by the Sheriff Office so they can cover stuff up more?

Explain away how those texts were sent multiple times and still denied after proven there are many other google searches too- how about traveling with employees to Hawaii, not being impartial to executive team member, allowing executive staff to order rifles with silencers and he has the safe code, memo from undersheriff to tell Aenlle not to communicate with him, false arrest of union president, female employees retaliated against

  17. Corpus and her cronies have a campaign going, trying to cover up the corruption and divert public opinion. These are tactics very common and communist countries and now we have it here in our San Mateo County Sheriff.
    Cordell’s report didn’t just have one accusation. Who was interviewed? MULTIPLE sworn and civilian employees of the sheriff’s office .. many will come forward and go under oath. The pages omitted from the report show nothing significant. Zero
    Don’t be fold by the publicity stunts by these corrupt, selfish sick Sheriff and her boy toy. The TRUTH will prevail .

    And again, the report is incomplete to the public the omitted pages are part of the confidential report.

  19. What exactly was omitted- the abc7 noyes post shows notes interviewing Aenlle then back to the report which are two separate things?

    The argument is what is CBRE? Yet the CBRE contract is in the report? Now what Aenlle 29 pages of repeating the same information is your best defense ? This is pathetic

    Now say the SO is against you- well guess what ? There’s hundreds of peoples lives impacted at the SO because of this and it is completely chaotic – Corpus should stop being selfish and step down -being a Sheriff means community policing, getting alone with county officials, getting along with political legislators, congress, unions, mayors AND none od them trust Corpus & voted no confidence asking for resignation. Because of MORE than the cordell report- Corpus os corrupt and so is Aenlle.
