Sheriff Christina Corpus to face a no confidence vote (link to legal complaint included)

CORRECTION: Recent articles in the Daily Post (Aug. 31, Sept. 6, 8 and 21) about the San Mateo County Sheriff’s office that included references to Victor Aenlle, the Office’s Executive Director of Administration/Chief of Staff, should have included that he is a duly sworn reserve police officer. In addition, while the county of San Mateo is the named “Respondent” in the Unfair Practices Charge filed by the San Mateo County Deputy Sheriff’s Association, Aenlle is identified in the allegations of the charge as allegedly having been involved in alleged retaliatory communications and unfair practices.

Unions representing deputies and sergeants in the San Mateo County Sheriff’s Office plan to hold a no confidence vote, according to a letter sent to members of the unions.

The unions are objecting to a new policy Corpus imposed that increased the mandatory overtime for deputies to cover for an acute labor shortage. They say she didn’t follow the law regarding how management is supposed to make changes in a unionized workplace, such as meeting and conferring with the union in advance of any action.

In a letter to union members, the boards of the Deputy Sheriff’s Association and the Organization of Sheriff’s Sergeants say they have also filed a complaint with the Public Employment Relations Board, or PERB, which has the ability to impose fines or other remedies.

The letter also says that the boards of each union “have heard the concerns and grievances of the membership regarding Victor Aenlle,” the head of administration and Corpus’ chief of staff.

“We have heard of him repeatedly overstepping his role as civilian chief of staff, and have also been made aware of numerous HR complaints,” the letter said. “As a result of these issues, the DSA and OSS Boards have determined that a no confidence vote of the general membership is the next step.”

The union’s complaint to PERB includes the allegation that Aenlle told union members during a meeting, “… If you aren’t happy with how the (DSA) board is handling the situation, you should encourage the membership to vote them out.”

The complaint said that Aenlle’s comment was part of a campaign to create distrust between the union’s members and its board. The union contends that such interference is a violation of state law.

PERB is a state agency that rules on disputes between public employees and management. It’s known to sometimes take years to resolve complaints. For example, it took PERB 10 years to resolve a complaint against management in the Menlo Park Fire Protection District.

The Post sent a message Saturday to the sheriff’s spokeswoman to get Corpus’s side of the story. But that message has not been returned.

Corpus was elected sheriff in 2022, defeating incumbent Carlos Bolanos, and in January 2023 she was sworn in. She previously held other positions in the sheriff’s office and most recently was the captain assigned to head the Millbrae substation. Aenlle is a former reserve deputy and Coldwell Banker real estate agent.

Aenlle has previously objected to suggestions that he wasn’t qualified to do his job. After the Post printed a story about his qualifications in March 2023, Aenlle’s lawyer sent a letter to the Post objecting to the story, saying it conveyed an “unmistakable but baseless message … that Mr. Aenlle is not qualified for his new job.”

Aenlle’s lawyer wrote, “He served as a reserve police officer for over 15 years and has well over 10,000 hours of on-duty experience patrolling San Mateo County. Mr. Aenlle has completed every training protocol required of full-time deputy sheriff…”

Sheriff’s Deputy David Wozniak sued Corpus and Aenlle in April, alleging they demoted and disparaged him because the union didn’t endorse Corpus’ campaign. A political committee managed by Wozniak, as president of the Deputy Sheriff’s Association union, voted to endorse incumbent Carlos Bolanos, the lawsuit says.

  1. No way. This is crazy. I thought it was a sheriff we could trust? Maybe a second opinion from a real doctor might help? I hear the few loyal minions that are left are very concerned.

    • This is really disturbing. As a non San Mateo County employee, looking in from the outside, even I can see that things are in dire straits at the San Mateo County Sheriff’s Office. I applauded Corpus and thought her administration was coming in on the mantra of transparency and change for the better!! It’s looking like it’s actually quite the opposite! For instance take a look at her 2nd in command, Aenlle, a political appointment no more no less. A real estate agent who is now suppose to be in a “non law enforcement position” as a chief of staff, but, by all accounts, is really the second in command there and truly runs the show. Having the someone in a number 2 position at a law enforcement agency, who never has had any real experience in law enforcement, is both unprecedented and problematic. The people under his command have no respect for him coupled with his inability to properly perform the duties of the position, due to his lack of experience and the knowledge necessary for that position. The sum total of his law enforcement experience was working for a short time as a San Mateo County deputy sheriff.

      They ended up letting him stay on as a reserve officer. He has no real corrections experience either as do none of the administration who are under Corpus. No wonder why there have been 5 deaths in the jail so far. [Links not allowed in commentvsectiin.] The Grand Jury should really be looking into this. This is a serious problem for us taxpayers too. These deaths will result in law suits that will pay out big money from the county coffers. I can only see an increase in our taxes to cover this. The Sheriff’s Office is now grossly understaffed too probably because nobody wants to work there under the current administration. Being understaffed means more problems related to lack of supervision in the jail and yes more lawsuits as a result that will cost us tax payers dearly. The only competent person in that 2nd in command position so far appeared to have been former Under Sheriff Hsiung. I can only imagine that the reason he left after a little more then one year on the job was because of the incompetence all around him. Probably didn’t want his name dragged into the lawsuits either. The organization was so much better under the former Sheriff Carlos Bolanos. What a mess it is now!

    • Holy Moly, Christina give yourself a reality check. Hire people based on experience and skill not some wanna person who wants to ride around with a pretend badge and carry his gun. Look at where this journey with him has taken you and all of the people impacted by your poor selfish decisions. The number of people continuing to see just what you have done to your family, employees, an entire county of people.

      Get serious counseling and stop being so codependent on a paranoid little man that has a superiority complex and no ethics or morals.

      This is disgraceful and corruption at it’s peak. I hope you get sent to time out. Next time you look into the mirror know how many people are watching you and seeing how sneaky, manipulative and shameful you have been. You only you brought this upon yourself.

      If ANYONE else in that department had just 1 complaint, would Victor have handled it the same way? Whatever it is that he held over your head, grow up and do your job. Stop letting this little unqualified man make choices, send your emails and run your errands. People see you together. People know how unethical this is. Nepotism is never allowed in any workplace let alone on your command staff. While you are at it , how do you replace Undersherriff Hsiung with an unqualified loser like Parea and expect anyone to respect you. Another puppet of Victor’s that doesn’t understand how to treat people or how a command staff and department work.

  2. For those of you playing at home, let me recap.

    Corpus first asked for the DSA endorsement and then attacked their president when his questions became uncomfortable. Upon taking office, she retaliated and demoted him.

    Corpus continued her incompetent tirade with all members of the sheriffs office. Being despised at every rank, she has passed over every captain for promotion and for the first time in the history of the sheriffs office a sheriffs, a captain left for another department (without retiring).

    The sheriff has cut off all communications with all ranks at the sheriffs office and plays out her personal vendettas fueled by motion and psych meds against employees she perceives to have wronged her. The result is for the first time since 1856 lieutenants have formed a union to protect themselves from Corpus.

    She has racked up many lawsuits and even her command staff who challenged her were let go. There are more coming. (Sorry #3 but 1.5 is threatened by you). All she wants are “yes men” who will run the department and do her dirty work for her.

    She’s been caught in so many lies that the union is just simply done with her and her chief of staff.

    • What happened to the Sheriff’s Office everyone wanted to work for? I’ve been involved with the SO for over fifty years and I’m so disappointed. I’ve been through six Sheriff’s and this one is the worst. Wake up Sheriff Corpus, you’re failing your department, your community, your staff and it needs to stop. When you don’t have respect from your captains, lieutenants, deputies, corrections officers, you have a big problem. The department is shrinking quickly, more staff is jumping ship than new hires coming in. All staff is overwhelmed, overworked, overextended and really just tired. Sheriff Corpus do you not care for those poor staff members that work hard and have to commute one hour to two hours to get home, sleep for a few hours and commute back to work another shift. They are not given a chance to enjoy time off, days off, time with wife/husbands, family time cause they have to save the Sheriff’s incompetence and fill the spots she’s short. It’s sad to see the most powerful, respected department has become a laughing stock of the Bay Area. The morale is gone, the staff is looking for other departments to go to, and why, because two incompetent individuals that aren’t qualified are running the department.

        Being a member of the “Sheriff’s Office Mounted Patrol” does not make you a Deputy Sheriff. We would laugh at this clown when he was “on the street,” and never wanted him at any call.

  4. I hear the good little doctor is ready to go back and sell houses. Cute little guy will lose his chief of staff police badge when he goes. Remember, it’s a sheriff you can trust. That was a cool motto. Hire a chief of staff that is good at selling houses but not good at doing ten year leases for a sheriffs daycare when the building is zoned for medical. I guess you can trust that that 35000 per month rent for the last 8 months is very gone. One can hope that this test case is over. Taxpayers are paying the price. I voted for Bolanos so maybe I can get a rebate?

    • I’m still shaking my head, as to why the County Manager allowed Corpus to establish a civilian Chief of Staff position. County sources reported, when she was elected Corpus immediately approached Callagy about establishing this position, but he initially refused. Fast forward and here we are. Why the change in heart County Manager?

  5. Anybody who watched Corpus “run” Millbrae as “Chief” would arrive at the belief she’s incompetent.

    Aenlle is as phony as his on-line degrees from Union Institute and University, which was shut down in 2023 for failing to pay staff and ordered to pay a $4.3 Million fine to the Feds for gross abuses of Federal aid funding. Students have filed lawsuits in an attempt to recover their tuition and Federal grant monies.

  6. The sheriff you can trust and doctor Vicky were gone last week for “training” last week and then leaves this Tuesday for a women in law enforcement conference. The sheriff you can trust is taking all of her minions and her executive staff with her. Leaving no one in charge. With staffing problems taking over 15 people to a training seems very smart.

    Maybe the tax payers get lucky and she can take her cute little doctor and her three other minions and move along. I wish the people that voted for her could be assessed additional taxes to cover her gross overspending and wasteful incompetence. It’s time for less instagrams posts, a moron doctor without any law enforcement experience and the group of incompetents that she has given positions they don’t deserve.   7. I’ve worked in San Mateo County for over three decades. During this time, I cannot recall anytime point in time where there was a call for a vote of no confidence of the Sheriff. Not during the tenures of; Cardoza, Horsley, Munks or Bolonos. What adds credibility to this proposed action, is the rank and file (DSA) and the first-line supervisors (OSS) BOTH support this move. The history of labor actions has rarely seen the front line workers (the life blood of an organization) and their immediate superiors joining together in this matter. This partnership is definitely a “red flag” that there is a growing crisis in the Sheriff’s Office.

  8. This will only get worse folks! Having experience in risk management I can tell you that past performance is the best indicator of future performance. With no changes in management and competency at the top, the law suits will continue to roll in and morale will slump lower. More cute instagram picture posts and videos are not going to make the problem go away Sheriff Corpus!! You are not fulfilling the duties and mandates of your office as required and thereby leaving the taxpayers of this county liable for unnecessary damages and lawsuits. Perhaps you should step down or retire? None of this nonsense was happening under the previous Sheriff Carlos Bolanos. You can dream up all the faults you want to about him but at least he was a competent and efficient administrator

  9. Watching the executive leadership of the San Mateo County Sheriff’s Office is like watching a train wreck in slow motion. It all boils down to a lack of leadership by Sheriff Corpus and her hand picked executive and management team of outsiders that were selected because of their relationship with Corpus and not because of their qualifications. The lack of respect for her employees, the reliance on Victor and other members of her hand selected team has resulted in a record number of HR complaints, employee lawsuits, qualified staff fleeing from this slinking ship, and now the PERB complaints. Loyalty must be earned and Corpus has failed to do so by choosing to promote qualified staff and by ruling through paranoia and fear. Quite simply, Corpus, Victor and Perea are bullies. Because of the lack of experience, the Sheriff’s Office is over budget, understaffed and teetering on collapse. Our county leaders must take action. And our Federal, state and county prosecutors have to examine if laws have been violated in the pay for pay hiring of senior staff and the failed lease of the Redwood City Substation. The dedicated professionals of the sheriffs office deserve better and so do the citizens of San Mateo County. I Corpus had any sense of hot, she would resign now.

  10. I think I finally figured it out. Doctor Vicky, Perea and the Sheriff want to defund the police. That’s why they are destroying the office? No, that can’t be right. They want high paying jobs to mistreat people, go on taxpayer funded trips weekly and get the county sued? That must be it. I used to be a large part of the sheriff’s office, I came back on a contract and the little doctor was very mean to me. It made me sad. I have buyers remorse. Wish I wasn’t so screwed up and I didn’t back her in the first place. But a lot of dumb people were convinced she was going to be the leader they needed. Maybe those people need a life coach.

Ah, yes, how easy to forget the good old days when an innocent short friendly visit by the SMC sheriff and his understudy to a local unmarked Las Vegas brothel (during an undisclosed sting-op) seemingly of little or no consequence to voters, and to perhaps some members of SMC law enforcement, but just a tiny harmless blip on the political radar screen. Now, comments read like some distraught members of law enforcement have a lot more to lose when they see evidence of Corpus damaging the integrity, ethics and morale of a law enforcement agency which Munks & Bolanos had a hand in besmirching long before her. Another perspective: It was ill-advised for the San Carlos City Council to eliminate the San Carlos Police Department and outsource it to the SMC Sheriff without voter approval.

    • Oh Maxi…you must be one of the people that supported Bill Clinton, ya know, the guy that defiled an intern, then lied about it, etc, etc…Sheriff Munks, while making that one bad decision out of the two during his entire term (the second being selecting Bolonas, who I believe set him up in Vegas) actually worked his way up from the bottom. Munks actually made felony arrests, actually worked as a cop and deputy, through the ranks and had the respect of his entire staff and statewide peers. Sheriff Munks’ two small personal mistakes are nothing compared to the repeated failures and mistakes made by both corpus and the bad doctor. Start the vote of no confidence today!

  12. What Munks and Bolanos did in Las Vegas was a lack of discretion and a screwup on a personal level. However it did nothing to destroy to Sheriff’s Office and its operation. What is going on now is tearing at fabric and integrity of the organization. No comparison!!

  15. I assume the above comments are from “Good Ole Boy” groupies. Some of whom caused the county to pay Caryn Barker $8 million for being sexually abused during Bolanos’ disgraceful tenure. All police depts. are underfunded. The County passed a requirement that deputies be paid extra premiums for OT, which bolsters their pensions. Sheriff Corpus has instituted many reforms. This complaint fuels the movement for civilian oversight and smacks of male insecurity when reporting to a woman! Get over it boys!

      Name one reform? And as an education, Corpus was Barbara Bonillas supervisor when she was stealing from SAL. Also take a close look at the Barker case. Barker’s attorney subpoenaed Sheriff Corpus, then the county settles the case for $8 million before Corpus was going to be questioned under oath in a deposition. Gee Janet, I wonder if that means something. Janet, did you retire from the sheriffs office and are now an instagram supporter of the sheriff. You’re funny. You lack credibility.

She has single handedly destroyed what was the pride of Northern Ca. She gives a black eye to every competent female LEO. Woz didn’t deserve what she and her cronies did to him. I hope he and every future lawsuit take her down. I am so sorry to my fellow colleagues that are still there. SMCSO deserves so much better. She makes Bolanos look good!

  16. Thank you for posting the PERB complaints. I’ve represented management in contract talks with public unions, so I have a few insights. Granted I haven’t seen the county’s response to these complaints, but reading between the lines, it’s not difficult to see what is going on.

    The unions don’t trust Corpus or her assistants like Anelle. The first rule of managing in a union environment is to build trust and maintain relationships with people in normal life.

    Imposing required overtime is never a good idea, but it’s even worse when you skip the important step of “meet and confer in good faith” before making a decision. I don’t know more than what the declarations say, but the sheriff should have laid out her staffing problem to the union and said, “How would you handle this?” Bring them into the decision-making. The unions aren’t going anywhere, so Anelle’s comment about voting out the union’s leadership was unnecessary and hurt the county’s position. If you show the union some respect, you’ll be more successful.

    It’s shocking that the sheriff has this staffing shortage. It was foreseeable and something she could have addressed after she took office in January 2023. She’s not much of a leader if she is blaming her predecessor for this problem. And since many of her deputies liked Bolanos, it doesn’t help her if she criticizes him.

    At this point, with the relationship between the sheriff and her unions frayed, the county manager needs to step in and handle labor relations in the S.O. Corpus and Anelle would benefit from some training in this area. If the complaints are even partially true, Corpus and Anelle aren’t qualified to represent the county at the bargaining table.

    • It’s not shocking that a Bay Area law enforcement agency has a staffing shortage. No one who wants to be a cop can afford to live here. ALL large agencies around here are feeling the shortages. Look at some of the sweet hiring bonuses being offered now! There WAS a shortage under Bolanos, old timers were timing out and retiring, then it was exacerbated by opening a 2nd jail, and the struggle to hire is real. I’m not condoning how she treats union members. That’s another issue.

  17. So this is really funny. Sheriff corpus puts out an instagram post today giving a happy Labor Day notice. That’s hilarious considering she is being sued by her only two labor groups. She then later decides hey maybe I should thank my staff. Sends out a memo from sheriff corpus. Then is says message from your sheriff and signed by your sheriff. Does anyone know the number for narcissists anonymous? Can someone send it to her please. She needs help.

    • Ya’ll know she’s not writing that stuff. Just like she doesn’t reply to emails. She has a social media staff. So, I’m not sure what she’s doing. Ohhh, photo ops. Handing out stickers and mardi gras beads and ice cream and being driven in parades.

  18. Let’s talk about leadership. Corpus was in no way qualified to become Sheriff, but how would the public have known. She clearly lacks those “Sheriff” level decision making skills – didn’t have them in Millbrae, nor as a Lieutenant but was promoted anyway. Bolanos wanted her to succeed, but what he did was quite possibly set her up for failure. She obtained her Bachelor degree in law enforcement leadership from the same Ohio-based online college that the realtor Victor Aenlle got his on-line Philosophy degree from — you know, that on-line degree program from Union Institute and University, shut down by the Feds in 2023. Oddly enough, Corpus got her leadership skills from there. Not a good recommendation and hardly the skills to become Sheriff. Yet she was funded for a good campaign run through Aenlle.

    She purports in her Climate Newspaper interview by Mark Simon in January 2023 that for all the places she went, her career repeatedly led her back to Community Policing. There’s a reason she spent most of her career in that assignment. Handing out ice cream from an ice cream truck is definitely meaningful in the world of community policing, but as Sheriff she should be very concerned about the safety and mental health of her line-staff and how overworked they are.

    Instead of spending her time with little man Victor in Alabama or Texas or Southern California and not having to face her employees, she should be more concerned about the health and safety of her deputies on the streets and in Corrections, and the prevention of the in-custody deaths in her jails – 5 since she was elected. Exhausting, mentally taxing and physically unhealthy, she is putting her deputies in harm’s way. She should pull some of these community programs she is inventing for now in order to properly staff her divisions and keeping the deputies safe.

    The first thing she did was bring in Victor Aenlle in as a three figure salaried appointee on her executive team. Fun Fact! He has been heard saying she doesn’t make any decisions without him. Everything has to go through him. It is said she does not communicate with her employees. There is no open door policy. There are also complaints that she does not personally answer calls, emails, nobody can talk with her. She hides from everyone and does nothing without little man Victor. It’s curious as to who is actually running the department. Maybe the messages aren’t even getting to her, but she was warned time and time again about Victor. Carlos Bolanos and Greg Munks may have had a one time serious lack of judgement, but Corpus is clearly displaying a complete lack of leadership skills.

    The “Unclassified” civilian appointment of Victor Aenlle as Executive Director of Administration (salary $198,000 annually) should never have been authorized by County Manager Callagy. Aenlle’s Chief and Deputy badges, Sheriff’s uniform, patches, ID and gun should be taken away, as he is falsely representing himself as a law enforcement officer. There are many on-line photos, Facebook, Instagram where he presents himself in that light. He is neither a Chief nor a Deputy Sheriff. Neither allow him legal Law Enforcement representation or authority. His is a civilian position that never existed in the history of the San Mateo County Sheriff’s Office.

    No matter how he tries to twist the facts, he is not a Law Enforcement officer.

    None of the 5 top administrator appointees have any history or knowledge of the functionality of the Sheriff’s Department. Not the Undersheriff (two), the Assistant Sheriff, two Captains nor does Corpus’ “friend” Victor. None have ever worked in any San Mateo County Correctional facility. They would have no knowledge of what it’s like to work a 12 hour shift for three or four days in a row, then have to do mandatory 18 hours of overtime. The fact that none of them are concerned about the stress placed on the personnel is mind boggling.   19. You can go online and read the complaint and history with the Barker case. Barker’s team continued to try and depose Corpus for things that she told Barker, Corpus stated she had never told Barker what she claimed. $8M was so Corpus didn’t get deposed and caught in the game she plays while running for election.All of this available on the County website.

    The doctor seems to benefit the same way as the Sports therapist Munks went to see. It would be nice to hear Christina’s husband defend her, he too was a deputy it stated during her campaign.

  20. I just read this article again. Doctor Vicky’s attorney said he completed all training that a full time deputy sheriff does. Well how many civilians wear a chief of staff badge (a civilian position) and carry a gun? Zero. How many reserve deputy sheriffs are chiefs of staff at any respectable law enforcement agency? Zero. How many civilians wear a police uniform and act as if the have obtained a supervisory or management certificate through California Peace Officers Standards and training? One. The same one that makes people call him a doctor. I feel that we are at the circus and the clown is dressed up like a cop. Just a great show? It’s not real. When is someone going to stop this ridiculous embarrassing clown show.

    • Little Vicky remains on the roster as a Reserve Deputy, but does not participate in any Reserve meetings, trainings, nor does he perform any Reserve roles. Since all of his time at the Sheriff’s Office is in a “civilian role” he has likely failed to meet POST standards to keep his Certificate as a Reserve Deputy – something the folks in Sacramento should look into.

  21. I was reluctant to comment here but I thought I would just try to be civil and not really take sides here as many have done but just bring up what seems to me to be common sense to me anyway. I will try to stay away from judgement of the Sheriff and/or her chosen management team as those above have already addressed and offered their opinions. I retired from the Sheriff’s Office after 33 plus year, I worked my way up through the ranks and worked for 5 different Sheriff’s all in all I enjoyed my time at the Sheriff’s Office VERY MUCH and am grateful to be retired now and enjoying life to the best of my ability. I can tell you that within my career at the Sheriff’s Office, the entire 33-year period we always had staffing issues and those who wanted to work overtime could ALWAYS do so. On occasion “they” (the administration) said it was going to “dry up” it never did.

    From speaking with those that are still on the job, it seems that staffing shortages have never been as bad as they currently seem to be? This is apparent also by reading the comments above. I truly feel VERY sorry for those still within the ranks that are consistently being ordered in to work overtime and know for sure that their home life must be affected in a negative way as a result. The typical pay period for two weeks for those on a 12-hour shift schedule is 84 hours and on top of that these dedicated employees are mandated to work an additional 24 to 36 hours on top of their regular hours. I have always found it difficult to justify how any administration can continue to attempt to tap the same resource to solve their staffing problems without offering a soliton that seems obvious to me. I have spoken to those who have worked in personnel/services that previously were responsible for hiring new Deputies or Correctional Officers and they described the process as “Pissing in a fan”? They do their best to hire within a VERY competitive environment within the law enforcement community as many leave or retire early often because they can’t handle the mandatory overtime? The Sheriff’s office has attempted to solve their staffing issues by hiring additional 9/60 Deputies as Bailiff’s or Transportation Deputies and I commend them for doing so however it’s just not enough and hasn’t made enough of an impact or the unions would not have decided to handle things this way and go down this path, something they have never done before.

    I find that common sense would dictate that with two jails in operation and staffing being such an issue why at least for now that they don’t just shut down the Maguire jail and just continue to ONLY keep the booking/Intake and perhaps Maximum security areas open and move all other inmates to the Maple Street jail along with those staff members that supervise those inmates? It seems logical to me that you cannot continue to tap the exact same recourses and personnel to solve your staffing issues, eventually your staff will become “burnt out” and turn against you, and it seems that is what is happening now. During my 33 years at the Sheriff’s Office, I don’t recall that there was ever even talk about a “vote of no confidence” I feel sorry for those both on the front lines and those within the ranks of supervision that must deal with such a situation.

    I only offer my opinion in the interest in matters of common sense and the hope that something soon will be in effect to address such a pressing staffing and ongoing safety issue. Yes, I am blessed to have made it to the ranks of being retired, I had a difficult time leaving or deciding to retire because in all honestly I love the sheriff’s Office I am VERY grateful for a wonderful fulfilling career they have provided me and hate to see such a current lack of staffing situation materialize, I am hopeful they can “get it together” and address this staffing issues in an efficient manner that will be beneficial to the welfare and safety for all of the staff who work there.

    I am fairly certain I am in the minority as a retired subject who stayed a full 33 years, MANY of those I speak to now within all ranks who are still on the job are leaving and retiring with only 20 years on the job and when I have asked why? they often cite the mandatory overtime that has increased and staffing issues which result in a low moral as their reasoning for not staying longer than a 20 years period etc. Every time a Deputy or C/O leaves the office regardless of the reasoning involved the Sheriff’s Office loses, that Deputy or C/O leaves with all the training involved to complete their mission and the Sheriff’s Office must start all over again with new personnel. Just my two cents. Sorry for the long winded statement

  22. This crisis is growing out of control. It is clearly time for a recall. Once Corpus is out, Perea, Phillips and Fox need to go. Let’s return SMSO to trained leaders who understand both law enforcement and corrections. The SO needs a true leader with real Sheriffs office experience. San Mateo Police Chief Ed Barberini who spent more than 20 years with the SO would be a great pick by the Board of Supervisors to return the Sheriff’s Office to the great agency it used to be. I urge the civil grand jury investigate the budget overruns, hiring practices and employee relations that have occurred in the Corpus administration. And our District Attorney Steve Wagstaffe should review potential criminal charges in the pay for play hiring practice
    of the Sheriff. If the Board doesn’t step in, voters should remember that come next election.

  23. So, what bothers me is that in less than 19 months Corpus and the doctor have destroyed an organization. Multiple lawsuits with more on the way and a county attorney’s office who is happy to settle for 8 million dollars rather than have Corpus deposed. Then she “fires” (he resigned) the previous undersheriff and brings Perea, someone with zero knowledge and experience at a sheriff’s office at a personality to match. Now in a matter of a few weeks, Corpus, the doctor, and Perea have destroyed the relationship with the union and have more legal issues than the past four sheriffs combined.

    What’s even more concerning is these are the things they’ve been caught doing. What have they done that we don’t know about. Again, maybe more attention needs to be paid to the Broadway Substation that is not in the sheriff’s jurisdiction and is costing almost 40K a month. Who brokered that deal? The doctor did. Also, why is the sheriff’s office hosting lavish celebrations at the Peninsula Country Club where the doctor is a member and yearly dues and fees. Maybe someone should look into that.
    I think its time to agree that this experiment has failed and its time to restart with a new leadership team.

    I will keep my comments short and to the point. I retired after for than 44 yrs in law enforcement. I believe I retired at a good time. Many great memories when being a cop / deputy was a respected position. Although bringing in some “new blood” is sometimes a good thing, this was NOT a good thing. I WAS in support of Sheriff Corpus until she failed to remember that she made some promises that ended up being an “election teaser”.
    She has failed in so many ways that her original message has become a smoke screen for the new reality. I believe, if Sheriff Corpus REALLy wants to hold on to the little respect she has retained, the solution begins in her own administration.
    Get rid of that little man Victor, who follows Corpus around like a sad puppy dog. He has absolutely NO STANDING in pretending he knows law enforcement. Get rid of the outside command staff and re-build he office with home grown staff that know the office better than she does. Surround yourself with people that WILL challenge you and help you to grow.
    Stop relying on “yes” staff who bow to all your ( Victor’s )every demands. Connect to the office on a personal level rather than sending messages and hiding behind your ( not so ) open doors. The sheriff’s staff will grow along with support once you build the office from the inside up. Sheriff, you tried, you failed, now let the people on the inside re-build what was once a respected organization flourish again.

  26. I retired in 2010 but talked with the DSA President just before the election and asked him about the election and his opinion of everyone. I was never a Munks or Bolanos fan and was in favor of change but he outlined a lot of issues with corpus.

    After reading this article and reading all these comments, he predicted all of this. ALL OF IT. It didn’t register with me at the time but after reading all this, I remember our talk at Starbucks and you were right Woz. You called it! Good luck with your lawsuit. Sorry this happened to you. Sounds like the new guy has his hands full.

  27. What I don’t understand is why there are complaints on someone repeatedly and repeatedly they are overlooked and ignored. How is a civilian above the law and have special privileges that noone else in the department does. In fact, one complaint on anyone else and there are consequences, investigations or admin leave. Who in their right mind would allow this to continue? Noone cam believe paranoid behaviors that everyone is out to get the command staff. THIS IS UNBELIEVABLE AND INSANELY UNHEALTHY BEHAVIOR AND DECISION MAKING

People are getting so tired of these 2 characters… while they’re out galavanting all over the country using tax payers money, the hard working men and women of the Sheriff’s Office are busting their behinds working crazy hours of overtime away from their families. Corpus also knows as “The instagram Sheriff” does not care about the employees. No wonder why she lost the support from her allies. What was once considered as a historic win beating out Bolanos is now tarnished and her legacy is tainted by scandals (just ask her estranged husband) and lies. Corpus had an incredible story campaigning and winning, but now has been overshadowed by her greed for power and incompetence and disastrous decision making. I hope Dr Vicky was worth it. You chose him over your supporters and abandoned those who fought for you and were once loyal. What a waste.

  29. Doctor Aenlle knows his time at the Sheriff Dept is limited . He won’t go out quietly and w/o bringing Corpus with him .

    Interestingly, he’s now broadcasting to his fading in-house minions that he has big plans for Christina , he says she will run for a senate seat with him by her side. Man , good luck with that .
    IMO Aenlle has always had nefarious self serving intentions , riding the coattails of weak women and a few fellow douche men who have allow him to do so .

  30. There ought to be an outside investigation by somebody truly independent into the HR complaints against Victor. If even half of the allegations are true, he’ll have to resign. This might become a criminal case.

If you have proof of this, please submit it to the Daily Post.] to a newly created position and allow him to play dress up as a cop. You have destroyed relationships throughout the county to include police chiefs and those special interest groups and politicians that helped get you elected. Hypothetically you are facing a vote of no confidence from two unions and the walls are closing in.

    What would a great leader do to fix this problem?? Hold a town hall meeting of course for your staff to ask you questions!! Another great idea from the Doctor. Problem is he might not be employed by the 10th.

I certainly hope the citizenry of this county are paying close attention, not only to this article,the DSA and OSS letter, and the legal complaint..but also to the comments, many of whom are obviously Sheriff’s Office employees and know of what they speak. Collectively, they should tell you all you need to know. Time for a recall of Corpus and firing of the rest of the loser command staff, ESPECIALLY Dr. Vicky Aenlle, save Asst. Sheriff Monaghan, who I understand is the only “good guy” left in the basket of deplorables and had no idea what he was signing up for. The same as for Hsiung, this likely seemed to be the dream career opportunity of a lifetime for the both of them, but which has turned out to be a catastrophic nightmare.

  33. A great leader would stay at a tax payer funded vacation in LA with her cute little chief of staff when the agency is burning to the ground. I find it hilarious that the sheriff and doctor Vicky have been gone on tax payer funded vacations for two weeks while her office is burning. Bringing all of her minions with her while staffing is bad. Yes. Bring 30 people to a conference in LA when the office is burning. It’s brilliant. Man. 30 people plus airfare, per diem, hotel and car. I bet the taxpayers are paying over 30,000 for that. Well at least it’s less than the 35000 for an empty medical building that doctor vicky was going to turn into a daycare. Taxpayer funded daycare. Brilliant. Maybe when they get back from LA they can host another event at doctor vickys golf club. Peninsula golf course is really nice. I bet the yearly dues become less if you host events? Tax payer funded events. Two of them. Sounds transparent. A sheriff you can trust. Very catchy motto

Maybe he’ll take her with him. Never before in my career at the Sheriff’s Office has an administration been so despised, so hated, so disrespected where employees are flying out the door faster than new ones can be brought in. Yes, if the citizens can please pay attention to the comments and concerns, we might end up with a Sheriff’s Office we can be proud of once again.   35. I can’t believe Christina just posted a defense story in the San Mateo Paper today claiming she NEVER has heard ANY complaint about Victor and NEVER seen Victor Aenlle act unprofessional. WHAT A COMPLETE NEGLIGENT SHERIFF! MANIPULATIVE LIAR. I am shaking my head in disbelief that this is who is in charge. How sad for the county to have this debauchery. HR can prove Christina KNOWS exactly what complaints have been placed. The City Counsel has known for MONTHS. The ENTIRE office knows. This is BS and PROOF that there is a scheming lying person at the top of leadership. SHAME ON YOU.
