How much local governments owe

Here's how much cities, counties and special districts in the mid-Peninsula have in pension debt.

"Unfunded liability" refers to the amount of money these agencies are short in their pension funds and have no plan to repay.

"Termination liability" refers to what it would cost if the agency were to drop CalPERS as its pension fund manager and pay all of the current and former employees the pensions they’re owed.

These agencies' unfunded liabilities exist because the cost of paying the pensions exceeds the expected growth in CalPERS' investments. CalPERS says its investments will yield an annual return of 7.5% on average, a figure critics say is unrealistically optimistic.

The cost to terminate CalPERS is higher because the pension fund uses a lower number to calculate its expected growth, 2.9%.

"Misc." refers to non-police, non-fire government, which are described in pension funds as miscellaneous employees.
